Introduction

Geomatics, which refers to the technology dealing with spatial dimension, covers GIS, GPS, high-resolution imagery, digital cartography and associated techniques such as data warehousing and data mining. Internet and intranet play an important role in the organisation and management of, and access to, spatial information.

‘Geomatics’ plays a crucial role in the management of developmental programs. In the basic sectors of ‘Urban Management’ and ‘Rural Development’, it enables administrators to identify constraints and plan for necessary inputs during the phases of design, implementation and maintenance. Its applications to governance for development are crucial.

Applications of ‘Geomatics’ in governance help balanced development. However, this requires the integrated and co-ordinated efforts of governments, industry and academia. Geomatics is a new technology and hence all government departments and organisations have to be sensitised and updated regarding the capabilities of Geomatics. Industry can offer suitable and effective solutions based on this technology. Academia can contribute by way of development of advanced techniques.

The time has now arrived to draw up a common agenda for governments, academia and industry to participate jointly in ‘governance for development’, as equally responsible and symbiotic players.

The Conference

In view of the above the Indian Society of Geomatics (ISG) has chosen the theme "Geomatics in Governance for Development" for its Annual Convention and Conference to be held at Hyderabad during January 18-20, 2001.

In India, rapid urbanisation is characterised by technological and industrial advancement, while the rural sector acts as the backbone of our economy. The conference will therefore concentrate on ‘Urban Management’ and ‘Rural Development’ in the area of ‘Governance for Development’.

The proposed conference is expected to explore the possibility of mapping out a government – industry - academia partnership towards achieving the goal of applying Geomatics in governance for development.

Public service organisations like municipal corporations, utility agencies and departments/institutions involved in rural development are aware of the need to be efficient in their service delivery mechanism, self-sustaining, transparent and accountable to the stakeholders. This can be achieved, among other things, by formulating models, which can facilitate non-governmental financing and participative management. Consequently, the conference would like to involve in its deliberations, not only subject matter specialists and solutions providers, but also financial institutions and management experts.

THEMES

After inauguration on the evening of Jan. 18, 2001, the conference is proposed to be held for two full days on January 19th and 20th, 2001 at the Jubilee Hall, situated amidst verdant greenery of the famous Public Gardens, situated in the heart of Hyderabad. Each day is dedicated to one module, as follows:

1. Urban Management Module - Jan. 19, 2001.

2. Rural Development Module - Jan. 20, 2001.

Each module comprises of forenoon and afternoon sessions that are dedicated to deliberations on specific issues, with emphasis on practical, extensively proven, economical and techno-commercial solutions, complete with funding patterns and managerial inputs. Keynote address, invited talks, discussions etc., will constitute the proceedings of the Conference. It is expected that there will be an identification of workable government-industry partnership models for specific problems.

INVITATION FOR PAPERS

Papers on the issues listed under urban management and rural development modules are invited for publication and distribution in the form of pre-conference proceedings. The papers should be of high quality in terms of content and aimed at formulating practical solutions for specific problems. Ideally, the conference proceedings should reach all the delegates at least 15 days in advance of the conference. Hence, the authors should ensure that all papers reach the organizers, latest by November 30, 2000.

TUTORIALS

On the eve of the National Conference, a two-day Tutorial will be conducted on the theme "Applications of Geo-information Technology in Urban and Rural Management". The participants will be exposed to the fundamentals and essentials of GIS on the first day and applications of geo-information technology to selected urban and rural areas such as property tax assessment and collection, land records and LIS etc.

POSTER SESSION

It is proposed to conduct and organise the Poster Session concurrent with lunch session on both days. Authors interested in presenting in the Poster Session are requested to communicate their interest to the Organising Secretary – providing particulars like titles, abstract, space required and other logistics before Nov 30, 2000. Final copies of the exhibits should reach the Organising Secretary or the relevant Heads of sub-committees not later than Dec 30, 2000.

GEOMATICS EXHIBITION & INDUSTRY PRESENTATION

The conference provides an opportunity to private companies to have a two-day long exhibition of their products and services. It will be organised in such a manner that it will not clash with the proceedings of the main conference, but give ample time for the companies to have close interaction with potential clients.
