The film documents the on-going struggle of the workers of Bhilai, an industrial town in Madhya Pradesh, even after the murder of their leader Shankar Guha Niyogi.

A decade ago Niyogi, a leader of an incredible stature and vision, was instrumental in setting up the Chhattisgarh Mine Sramik Sangh in the neighboring mining towns of Dalli and Rajhara organising tribal workers of iron mines. CMSS made history with the maximum number of police firings against its workers and building on Niyogi's vision of combining Struggle with Construction. Lately Niyogi had set up the Chhattisgarh Mukti Morcha and expanded its work with the unorganised and temporary workers in several industrial units in Bhilai. The industrialists joined hands to murder Niyogi in September 1991.

The film presents the problem of contract labour the insecurity of life faced by workers at Bhilai, the strength of the Chhattisgarh Mukti Morcha and finally the spirit of the people, that is essentially the legacy of Niyogi.
