The consultancy organization was formed in 1968 by Mr. T. K. Basu while employed as Chief Design Engineer of M/S Joseph Allen Stein & Associates, Architects & Engineers, New Delhi primarily for work in the field of Bridges and large span structures for which he trained in the U.K.

BAPL practices under the professional name of "DESIGN CONSORTIUM" for all assignments requiring "Multi-disciplinary" Consultancy Services and "ENGINEERS COMBINED" for Bridge Projects associating like minded Associates in addition to their own design teams, as it fully recognizes that high quality services, which is the primary concern of BAPL can only be provided by associating with the best available expertise and talent for major projects requiring specialized skills in wide ranging fields, as and when required for specific tasks.
